Open to the whole world, "Boao Forum for Asia" is held for strengthening dialogue and cooperation as well as economic relation, promoting the economic inosculation among Asian and world countries, enhancing the whole competitive capacity of this territory. It was launched and founded by 26 Asian countries including China on 27 February 2001. Since its foundation, it has been playing an increasingly prominent role in promoting Asian and world economies, attracts the attention of many leaders in world countries. Important characters of various countries attend it frequently.

This Annual Conference was held in Boao of Hainan on 25 April 2004 with the theme "A Win-Win Asia, an Asia Open to the World". The National President Mr. Hu Jintao spoke in the conference and the subject was "China's Development Is an Opportunity for Asia". The participants of the Annual Conference 2004 were Mr. Ramos Board of Director of Boao Forum for Asia and Former President of Philippines, Mr. Long Yongtu Secretary-general of the forum, Mr. Mahatia Former Malaysian PM, Mr. Kelaos President of Czechoslovakia, Mr. Gorge Bush Former US President, political leaders, business heroes and more than 1,000 representatives of governments and private sector from 35 counties and territories. The level of participants was unprecedently high.
